II.2.4) Description of the procurement
Lot 1 Ashton In Makerfield Building Grant Scheme:
Consultancy services are required design and manage a building grant scheme within Ashton-in-Makerfield town-centre.
The project is part of the wider £6.6 million Levelling Up Fund/Capital Regeneration Programme ‘Our Future Ashton’. The ‘Our Future Ashton’ scheme aims to make the town centre more attractive for businesses, residents and visitors. It comprises four main elements:
i) Improving the former market site (currently used primarily for car parking) and bring it back into active use for a range of uses including events, small business space and community use.
ii) Public arts and improving lighting to create a vibrant sense of place.
iii) Making the town centre streets safer and more attractive for pedestrians and cyclists.
iv) A grant fund to enable improvements to business premises and shopfront.
This commission relates to point (iv) above - the design and management of the building grant scheme.
In addition, the commission will contribute towards the public art scheme (point ii above), through engagement with building owners on the principle of participating in the public art scheme (i.e. on building elevations and/or shutters as appropriate).
The commission will require a multi-disciplinary team with expertise in project management, building conservation, architecture, building surveying, quantity surveying and community engagement. Due to the nature of the commission, the ability to have an on-site presence within the town for the duration of the project, is essential.
The commission will require working closely with Wigan Council, the Ashton Innovation Board, property owners and business and community stakeholders.

Lot 2 Leigh Building Grant Scheme:
Consultancy services are required to design and manage a building grant scheme Leigh Town Centre.
The project is part of the ambition articulated in the Leigh Town Centre Strategic Regeneration Framework (SRF) to regenerate the town centre. The Council has secured a total of £1.5 million from UK Shared Prosperity Fund towards the implementation of SRF project (for spend across this financial year (2023/4) and next (2024/5)). This Building Grant Scheme is one of several projects being progressed with this the benefit of this funding.
The commission will require a multi-disciplinary team with expertise in project management, building conservation, architecture, building surveying, quantity surveying and community engagement. Due to the nature of the commission, the ability to have an on-site presence within the town during the project is essential.
The commission will involve working closely with Wigan Council, the Leigh Innovation Board, property owners and other stakeholders.
