II.2.4) Description of the procurement
This is the first stage of a multistage procurement process which will comprise formal pre-qualification, Tender and Contracting.
Northern Gas Networks Limited (NGN) is the company responsible for distributing gas to homes and businesses across the North of England. As part of the restructuring of the gas distribution business in England, NGN successfully acquired the North of England Gas Distribution Network (GDN) and took control of the assets on 1st June 2005. NGN has been responsible since then for the transportation of gas to the North of England via 36,000Km of pipelines.
The NGN GDN is located in the North of England and extends south from the Scottish border to South Yorkshire and has coastlines on both the East and West sides of the region. The GDN contains a mixture of large cities such as Newcastle, Middlesbrough, Leeds and Bradford and a significant rural area including North Yorkshire and Cumbria. The area covers around 6.7 million inhabitants and has approximately 2.9 million customers.
Approximately 150 of NGN's fixed infrastructure sites are situated on land which has the potential for land contamination to be present, predominantly associated with historical gas manufacturing and storage activities previously undertaken at the sites. NGN inherited the potential land contamination liabilities associated with the property portfolio on acquisition of the network in 2005.
In 2014 NGN commenced a programme of pro-actively reviewing environmental land quality conditions across it's property portfolio. Between 2014 and 2021 NGN completed environmental land remediation works at 16 live gas infrastructure sites, comprising a mixture of source excavation, engineered capping and in-situ pump and treat methods, some of which won national awards .

Following appropriate funding being sanctioned to NGN by the national regulator (Ofgem) for the 2021 to 2026 regulatory period (RIIO-GD2), NGN has continued this programme of work. NGN has in place a panel of framework consultants to provide contaminated land assessment and design services to support the delivery of the programme of works. NGN now also require procurement of a panel of framework environmental remediation contractors to provide land remediation delivery services.
NGN has committed to completing land remediation works at least eight of our sites by March 2026, with potential for further works beyond that period. The necessary land remediation works are still being conceptualised and will be variable according to site specific characteristics, but are likely to be similar in nature to those previously undertaken on NGN land with a total anticipated cost of approximately £1.5-2m. Land remediation works will be required within live gas infrastructure sites and as such required to be managed by the appointed framework contractors in accordance with Safe Control of Operations (SCO) procedures.
NGN are looking to establish a framework of approximately six appropriately experienced land remediation contractors to which individual land remediation projects will be mini-tendered in a traditional build only arrangement, with designs provided by one of NGN's four Contaminated Land Consultancy framework partners. Opportunities for combined design and build projects may also arise. The likely contracting methodology between NGN and contractor framework partners will be based on an NEC3 contract.
