Abstract

Leicestershire County Council wishes to appoint a suitably qualified Framework Providers to its Minor Works Framework.

The scope of the Minor Works Framework: Construction 2024 is building (including new-build), extension refurbishment, adaptation and associated works to the Client’s own properties and to properties of Customers, further specified in the Framework Scope. The Customer work is to generate income for the Client so it may subsidise its public service commitments. This income comes from the Fee, payable by the Contractor when Other Contracting Bodies call off from the Framework Agreement and is further detailed at Clause 3.7 of the Framework Agreement.

For clarity, there is no Fee payable when the Client calls off from the Framework Agreement. The Framework is split into two Lots and there are multiple Framework Providers on each Lot.

Lot 1 - Up to 5 Framework Providers, for Call Off Contracts of value £0-£100,000.00

Lot 2 - Up to 4 Framework Providers, for Call Off Contracts of value £100,000.00 - £2,500,000.00

The Framework is intended to be made available for use by eligible Contracting Authorities as defined in the Public Contract Regulations 2015, Schools and Academies as defined in the Education Act 1996, and Charities as defined in the Charities Act 2011 within the geographic regions of: the East Midlands (Leicestershire, Derbyshire, Lincolnshire, Northamptonshire, Nottinghamshire and Rutland), the West Midlands (Herefordshire, Shropshire, Staffordshire, Warwickshire, West Midlands and Worcestershire) Home Counties (Bedfordshire, Buckinghamshire, Hertfordshire and Oxfordshire), East Anglia (Cambridgeshire and Peterborough), South West England (Gloucestershire), Yorkshire and The Humber (South Yorkshire).

Eligible Contracting Authorities:

a) Contracting Authorities, Schools and Academies, and Charities from other English counties are permitted to use this Framework Agreement.

b) Contracting Authorities, Schools and Academies, and Charities in and around Leicestershire include, but are not limited to:

i) Blaby District Council

ii) Charnwood Borough Council

iii) East Midlands Ambulance Service

iv) Harborough District Council

v) Hinckley and Bosworth Borough Council

vi) Leicester City Clinical Commissioning Group

vii) Leicester City Council

viii) Leicestershire County Council (The Lead Authority)

ix) Leicestershire Fire and Rescue Service

x) Leicestershire Partnership NHS Trust
