Abstract

Hanover intends to establish a Framework Agreement for the provision of repairs, maintenance, and void property services across its property portfolio in Scotland. The Framework will cover a wide geographic area, including urban, rural, and remote locations across Scotland.

We recognise that some suppliers may not be able to offer the full suite of trades required. Therefore, the Framework will be designed to allow participation from full range multi-trade, partial range multi-trade and single-trade companies. The intention is to deliver comprehensive and resilient service coverage and encourage broad market participation.

This PIN is issued to inform the market of our intentions and to encourage engagement from organisations of all sizes and capabilities. On that note, a series of market engagement sessions will be held in Edinburgh, Elgin and Glasgow in mid November 2025. Details to follow.

Given Hanover's property portfolio geographic dispersal and property mix there is a likelihood / potential that the final outcome from this procurement exercise will be a range of contracts procured both through this [PCS] route and through other routes (e.g. Direct Award for lower values and mini-competition using Frameworks / DPS). The final approach will be determined [through stakeholder / market engagement] and articulated in the Contract Notice (to be published November / December 2025).

A series of market engagement sessions will be held in November 2025. These sessions, a mix of face to face and online, are aimed at informing contractors of Hanover's requirements and exchanging ideas on how best to meet them.
