Abstract

NHS Norfolk & Waveney ICB (NWICB) is undertaking market engagement to support the future commissioning of Learning Disability Respite Service for People aged 18+ with a learning disability, who are under the duty of care of NHS Continuing Healthcare (CHC) and are registered with a GP within Norfolk & Waveney.<br/><br/>This is a Market Engagement process to assess the interest, capacity and capability of the market to deliver a five-bed residential respite service with nursing care for adults with learning disabilities and complex health needs.<br/><br/>The service will be provided 24 hours per day, seven days a week including days, evenings and weekends, and will be provided over a full 52 weeks per year, as defined and detailed in the Essential Standards set by the Care Quality Commission (CQC). Except for closure for staff training (4 days per year) and Christmas closure arrangements to be agreed with the nominated liaison team manager who oversees referrals to the service.<br/><br/>This contract is anticipated to advertised and procured on the basis of an initial 3 year contract period, with an option to extend up to a further 24 months subject to Commissioner discretion and requirements (5 years in total). II.2.4) Description of the procurement

NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) are inviting suitably qualified and experienced providers to engage with the ICB for the potential future provision of commissioning a Learning Disability Respite Service for People aged 18+ with a learning disability, who are under the duty of care of NHS Continuing Healthcare (CHC) and are registered with a GP within Norfolk & Waveney.<br/><br/>This market engagement is designed to assess the markets interest in delivering a five-bed residential respite service with nursing care for adults with learning disabilities and complex health needs.<br/><br/>The service will be provided 24 hours per day, seven days a week including days, evenings and weekends, and will be provided over a full 52 weeks per year, as defined and detailed in the Essential Standards set by the Care Quality Commission (CQC). Except for closure for staff training (4 days per year) and Christmas closure arrangements to be agreed with the nominated liaison team manager who oversees referrals to the service.<br/><br/>The Commissioners are keen to receive early market feedback in relation to the service specification via an online questionnaire to support the development of new service specification and to invite potential providers to attend a market engagement event on 14th October 2025.<br/><br/>The aim of this Expression of Interest is to;<br/>1. provide the market with visibility of the proposed opportunity;<br/>2. support the ICB decision making to inform the future commissioning of services (as applicable);<br/>3. to help define the future service approach, model and timelines;<br/>4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.<br/><br/>The deadline for this market engagement questionnaire is by 5.00pm on 14th October 2025. The ICB is planning a Market engagement event on 14th October 2025 (via Teams). <br/><br/>A further advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent process if you choose not to respond to this market testing process, but the Commissioner wishes to understand your views. <br/><br/>Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
