Description of the goods or services required
We are seeking tenders for the provision of Post-Occupancy Evaluation services for this project, to be carried out 12 months after Practical Completion. Both the buildings and the process of construction are intended to be exemplars in sustainability and innovative design.
The following specification is taken from the criteria required to achieve the BREEAM Credit for Post- Occupancy Evaluation.
‘... a POE exercise one year after the building is substantially occupied. This gains comprehensive in-use performance feedback and identifies gaps between design intent and in-use performance. The aim is to highlight any improvements or interventions that need to be made and to inform operational processes.
An independent party needs to undertake the POE covering the following elements:
• A review of the design intent and construction process (review of design, procurement, construction and handover processes).
• Feedback from a wide range of building users including facilities management on the design and environmental conditions of the building covering:
o Internal environmental conditions (light, noise, temperature, air quality)
o Control, operation and maintenance
o Facilities and amenities
o Access and layout
o Energy and water consumption
o Other relevant issues, where appropriate
The independent party then provides a report with lessons learned to the client and building occupiers.’
The consultant appointed must provide a report which meets the criteria above, however this project is an exemplar and we wish to use this report to evaluate and demonstrate the effectiveness of innovation in the design and construction. The quality element of this tender therefore includes the opportunity for you to explain and demonstrate the added value that you can bring to the specification above.
