The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation

Sun Test is the OEM and sole provider with the technical capability to support the Hydraulic Test System. The system has been unsupported since September 2024, and Sun Test remains the only supplier with the necessary proprietary knowledge, calibration protocols, and integration experience to restore functionality within the required timeframe.

A market scan was conducted, but no alternative suppliers were identified with equivalent system familiarity or readiness to deliver within the operational window. Engaging a new supplier would introduce significant delays and technical risks.
