II.2.4) Description of the procurement
Islington Council procured a Housing Related Floating Support Service to support vulnerable residents to maintain their tenancies and live independently in the community. The service is designed to prevent homelessness and reduce the need for more intensive interventions by providing time-limited, person-centred support to individuals at risk of tenancy breakdown.
The service includes a dedicated hospital discharge pathway to support timely and safe discharges from hospital into independent accommodation, as well as support for individuals subject to Multi-Agency Public Protection Arrangements (MAPPA). The provider is expected to work in close partnership with health, housing, and social care professionals to deliver a coordinated and responsive service.
Support is delivered through a strength-based and trauma-informed approach, with a focus on early intervention, tenancy sustainment, and promoting independence. The service is expected to be flexible and responsive to the needs of residents, including those with complex needs such as mental health issues, substance misuse, or involvement with the criminal justice system.
The contract was awarded following a Light Touch Regime open procedure under the Public Contracts Regulations 2015. The contract duration is 9 months with an option to extend for a further 12 months, for a maximum term of 21 months. The service is delivered borough-wide and is available to eligible residents referred through the Council’s Single Point of Access.
