Abstract

The Ordinary Watercourse known as the Whitchurch Brook flows through the centre of Whitchurch and has been identified by CCC as one of four Ordinary Watercourses in Cardiff posing a significant flood risk to the city. The brook flows from Thornhill south through Whitchurch for approximately 2.5km with its lower 0.85km length from Heol Gabriel culverted until its outfall at the River Taff.There are extensive examples of fluvial and surface water flooding across the Whitchurch Brook catchment, and this flood alleviation scheme consists of:• Discharge of Pre Commencement Planning Conditions• Production of documents to gain Ordinary Watercourse Consent Approval• Construction of Rain Gardens• Remedial Works to Caedelyn Park attenuation basin• Construction of watercourse flood walls• Construction of flood embankments• Highway improvements• Interaction with Utilities• Significant stakeholder engagement• Significant Traffic Management• Liaison with client project teamThe Client is seeking to appoint a preferred contractor, based on a set of performance specifications and briefing documents (Client Scope). At this stage the final RIBA Stage 4 designs are to be further appraised and developed and the project is subject to funding confirmation.The main objective of this PME is to determine market engagement and understand the markets appetite, capacity and capability to deliver large scale flood alleviation schemes. Contract Value and ProgrammeThis scheme is subject to the approval of internal and external (The Welsh Government) funding applications. The Full ITT documents are proposed to be issued Q3 2026.Market Engagement ProcessInterested suppliers are invited to:Attend an online briefing at 10am on 14th November.
