Procurement description
The Council is procuring Alternative Provision (AP) and Education Otherwise Than In School and College (EOTISC) services to meet its statutory duties under the legislation relating to the delivery of education. The service will ensure access to suitable, full-time education for children and young people who are unable to attend mainstream school or college for reasons associated with illness, exclusion, medical needs, special educational needs and disabilities (SEND) or other exceptional circumstances.
Provision will deliver continuity of learning through personalised, flexible education that meets individual needs, promotes re-engagement and readiness for learning, and supports positive outcomes, including successful reintegration or transition into suitable education, training, or employment pathways.
Services may be delivered through a range of settings, including local authority and maintained provisions, mainstream schools and colleges, independent and specialist providers, community or work-based environments, or online learning where appropriate.
This procurement supports the Council's responsibility to secure high-quality, inclusive education for vulnerable pupils, including those with Education, Health and Care Plans (EHCPs). All commissioned services must comply with statutory requirements and meet defined quality standards.
