This is an intention to award notice pursuant to The Health Care Services (Provider Selection Regime) Regulations 2023 (the 'Regulations'), in accordance with Regulation 9, under Direct Award Process C. Therefore, the notice sets out the contracting authority's intention to directly award a contract to the existing provider up to 30 months for its provision for the Infant and Parental Relationship Services, subject to completion of the 8 working day standstill period.<br/><br/>This requirement has been procured in line with said Regulations, following due diligence which has included an evaluation under the requisite Basic Selection Criteria and Key Criteria.

As part of London Borough of Enfield Start for Life Programme, the service provides, Infant and Parental Relationship working with families from pre-birth up to age 2 including but not limited to help understand the infant’s emotional and developmental needs, the quality of the parent–infant relationship, and the impact of parental trauma, mental health or adversity on caregiving, enable practitioners to identify parent-infant relational needs, strengthen assessments, support relationship-based and trauma-informed planning, and build practitioners confidence in identifying and responding to parent-infant relational difficulties.

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations before midnight at the end of the 8th working day, i.e. 13 October 2026. This contract has not yet formally been awarded; this Notice serves as an intention to award under the PSR.
