Description of how these justifications apply

The Defence Infrastructure Organisation (DIO), Accommodation Housing Support Service, part of the UK Ministry of Defence is to award a contract to the Chartered Institute of Housing (CIH) for the provision of a comprehensive package of professional housing training and accreditation required to ensure that its workforce, spanning multiple grades has access to accredited housing qualifications, structured professional development and training that is directly aligned to housing regulation and best practice. This includes leadership level understanding of regulatory expectations and operational level capability to deliver compliant, customer- focused services. The contract will be for a term of (1) year and has an estimated total value of £490,000 (exclusive of VAT).

The procurement is regulated by the Procurement Act 2023.

It is considered that a direct award of this contract pursuant to Section 41 of the Procurement Act 2023 is justified because the direct award grounds specified in paragraph 6 of Schedule 5 applies.

This is (a) due to an absence of competition for technical reasons; only the Chartered Institute of Housing can provide the comprehensive package of professional housing training and accreditation services required and (b) there are no reasonable alternative providers of these services.
