INVITATION TO TENDER
External Timber Cladding Remedial Works
Galeri Caernarfon
Galeri Caernarfon invites tenders from suitably qualified and experienced contractors to undertake remedial works to the existing external timber cladding system at Galeri, Doc Victoria, Caernarfon.
The purpose of the project is to remediate defects within the existing timber cladding façade, extend its service life, improve weather resistance and ensure the continued safe performance of the building envelope.
Tenderers are required to provide all labour, materials, plant, access equipment, supervision and associated services necessary to complete the works described within this Invitation to Tender.
Project Overview
The works comprise the careful removal and reinstatement of existing timber cladding, replacement of breather membrane and battens, installation of new timber where required, and all associated access provisions.
The existing cladding has been constructed in timber. It is intended that approximately 80% of existing timber boards will be salvaged and reused where practicable.
Galeri intends to appoint a competent contractor capable of carrying out the works safely, efficiently and with minimal disruption to the operation of the building.
Scope of Works
The successful contractor shall provide all labour, materials, plant, supervision, temporary works and documentation necessary to complete the project, including:
Design, management and coordination of all site activities.
Provision of suitable access equipment and working platforms.
Careful stripping of existing timber cladding elevations in sections to minimise weather exposure.
Careful removal and storage of existing timber cladding boards for reuse.
Removal and disposal of membrane.
Supply and installation of new membrane suitable for external cladding applications.
Inspect exposed battens following removal of the cladding and identify any battens that are deteriorated, damaged, decayed or otherwise unsuitable for continued use.
Remove and replace battens identified as defective.
Supply and install new treated battens and associated support components where required
Reinstallation of salvaged timber cladding boards.
Supply and installation of replacement timber boards only where existing boards are damaged, defective or otherwise unsuitable for reuse.
Supply and install new battens and cladding to the top of the stage doors, including improvement of the existing detail by forming a suitable capping piece with drip detail as a preventative weathering measure.
Replace all defective or inappropriate cladding fixings with marine-grade A4 / Grade 316 stainless steel cladding fixings (flat head type), installed in accordance with the cladding specialist's recommendations and with appropriate edge and end distances.
Protection of the building fabric during the works.
Waste management and lawful disposal of redundant materials.
Site supervision and quality assurance throughout the project.
Provision of completion documentation.
Tenderers shall undertake a site inspection and satisfy themselves regarding the extent, condition and fixing arrangement of the existing cladding system, including all materials proposed for retention or reuse.
Existing Cladding System
The existing external façade comprises a timber cladding system formed primarily from timber boards fixed to battens over a breather membrane.
Based upon previous inspections and cost planning information, the following assumptions have been made:
Approximately 80% of existing timber boards are anticipated to be suitable for reuse.
Approximately 20% of timber boards may require replacement.
Existing electrical fixtures mounted to the façade will be removed and reinstated by others unless otherwise agreed.
The works shall comprise repairs and partial replacement to the existing timber cladding façade and return elevations. The works do not include full replacement of the facade. Tenderers shall include for the localised replacement of defective boards, battens and fixings as necessary to complete the works.
Tenderers shall verify all quantities and dimensions prior to commencement.
Specific Works Requirements
The contractor shall:
Access Provision
Provide suitable access systems and working platforms for the duration of the works.
Ensure all access equipment is inspected and certified.
Maintain safe public access around the building at all times where reasonably practicable.
Timber Cladding Removal
Remove existing timber cladding in carefully controlled sections.
Sequence works to minimise exposure of the building to adverse weather.
Label and store salvaged boards for reinstallation.
Exercise due care to maximise the recovery of reusable boards.
To achieve the best possible visual consistency across the main façade, any replacement boards displaying greater variation in colour or weathering may be reserved for installation within the four return sections leading to the external fire escapes.
Membrane and Batten Replacement
Remove existing breather membrane and dispose of appropriately.
Supply and install new breather membrane suitable for the external cladding system.
Following removal of the cladding boards, inspect all exposed battens and supporting timber components.
Identify any battens that are deteriorated, damaged, decayed, defective or otherwise unsuitable for continued service.
Remove and replace defective battens with new treated timber battens of an equivalent size and specification.
Retain and reuse battens that are confirmed to be in satisfactory condition and suitable for continued service.
Tenderers shall include within their tender for a reasonable allowance for batten replacement based on their inspection of the site and the information provided.
Tenderers shall provide a separate rate per linear metre for additional batten replacement that may be required should the extent of defective battens exceed that reasonably anticipated.
Provide details within the tender submission of the assumptions made regarding the extent of batten replacement included within the lump sum tender price.
Timber Reinstatement
Reinstall salvaged timber boards using new stainless steel fixings.
Supply replacement timber boards where required.
Ensure colour, profile and finish match existing materials as closely as reasonably practicable.
Replace approximately 20% of boards with new timber where salvage is not possible.
Fix and install new battens and cladding to the top of the stage doors. The contractor shall improve the existing design by forming and installing a suitable capping piece with drip detail to the top of the doors, as a preventative measure to improve water shedding and reduce future water ingress risk.
Electrical Interfaces
The reinstatement of electrical fixtures and fittings removed as part of the works is anticipated to be undertaken by others unless separately included within the contractor's proposal.
Tenderers shall identify any exclusions within their submission.
Minimum Requirements
All materials shall be suitable for an exposed coastal environment.
New timber shall be suitable for the existing cladding system and an exposed coastal environment.
All fixings shall be stainless steel 316 minimum.
All materials shall be installed in accordance with manufacturer recommendations.
The completed installation shall maintain the weatherproof performance of the cladding system.
All works shall comply with current Building Regulations and recognised industry standards.
All operatives shall be suitably trained, experienced and competent for the work being undertaken and shall hold appropriate trade qualifications, competency cards, certifications or equivalent evidence relevant to their role.
Supervisors shall hold SSSTS or equivalent qualifications.
Standards and Compliance
All works shall comply with relevant legislation and standards including:
Construction (Design and Management) Regulations 2015.
Health and Safety at Work etc. Act 1974.
Work at Height Regulations 2005.
Current Building Regulations.
Relevant timber cladding industry guidance.
Manufacturer installation requirements.
Environmental and waste management legislation.
The contractor shall ensure compliance with all statutory obligations.

Tenderers shall provide:

Anticipated start date.

Key project milestones.
Identification of programme risks and mitigation measures.
The anticipated construction period is approximately six weeks.
All works shall be fully completed no later than 04 March 2027.
Tenderers shall clearly state any assumptions affecting programme delivery.

Award Criteria
Tender submissions will be assessed against the award criteria set out below. Tenderers should ensure that their submission provides clear and sufficient detail in response to each requirement requested within this Invitation to Tender, as incomplete or insufficient information may affect the evaluation of their tender.

Galeri reserves the right not to accept the lowest tender and reserves the right to cancel or amend the procurement process at any stage.
Access Restrictions
The building will remain operational throughout the contract period.
Tenderers shall detail how they will manage:
Public safety.
Occupant safety.
Working at height.
Noise and disruption.
Deliveries.
Material storage.
Waste removal.
Temporary exclusion zones.
Works shall be planned to minimise disruption to staff, tenants, visitors and building users.
Warranty
Tenderers shall provide a minimum twelve-month defects liability period following practical completion.
Any enhanced warranties relating to materials, fixings or workmanship should be identified within the submission.
