Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
A replacement vehicle was required to meet the Council's operational requirements. The requirement was for a specialist 5,200kg crew cab tipper vehicle with a caged rear tipping body, for which the market is limited. Prior market engagement was undertaken and an indicative quotation was obtained that was in line with the Council's expectations for a vehicle of this type.
A competitive process was considered but was not deemed proportionate. Due to the specialist nature of the requirement, it was considered unlikely that additional capable suppliers would be identified. Running a further competition would have introduced an estimated delay of two to three months whilst the Council continued to incur vehicle hire costs, with limited prospect of achieving a better outcome.
The contract was therefore awarded by direct award through the NEPO/TPPL Framework in accordance with the framework call-off procedures. This approach delivers a compliant procurement route, provides a vehicle that meets the operational requirement, and represents value for money.
