Abstract

Oxford Health NHS Foundation Trust is procuring a Heat Decarbonisation Plan (HDP) consultant that will support the Trust in developing a clear and deliverable pathway to reduce carbon emissions across its priority estate in line with the Trust's decarbonisation and NHS Net Zero objectives.

The commission covers the development of NHS- and Salix-compliant HDPs for priority sites, including Abingdon Community Hospital, Littlemore Mental Health Centre and the Whiteleaf Centre, aligned to RIBA Stages 1-2.

The consultancy will assess existing energy performance, building fabric, heating systems, electrical capacity and overheating risks, and identify appropriate fabric-first measures and low-carbon heat solutions. The resulting HDPs will provide costed and deliverable recommendations to inform future capital investment, support external funding applications and enable progression to RIBA Stages 3-4 when funding becomes available.
