The Crown Office and Procurator Fiscal Service (COPFS) intends to publish a tender in mid-November 2026 for the procurement of an integrated HR and Finance system for circa 2,900 employees.
The scope of the requirement includes:
-Finance
-Human Resources (HR)
-Payroll
-Time and Attendance
-Learning Management System (LMS)
COPFS will consider solutions where a prime supplier delivers some elements through sub-contractors, provided that:
-The overall solution operates as a single integrated system.
-Users have a single sign-on (SSO) experience across all modules and functionality.
-All mandatory technical requirements are met.
-The supplier remains accountable for delivery and performance of the complete solution.
