CCSkills Wales have developed a comprehensive programme of activity for Wales covering the period 2009-11. Our lead/flagship project is introducing employer-led Creative Apprenticeships to the Creative and Cultural Sector via the Sector Priorities Fund Pilot (SPFP).
We require contracting training services to deliver Creative Apprenticeships (at levels 2 & 3) across Wales. Funding for these services is available until November, 2011.

Lodging of appeals
Creative and Cultural Skills has incorporated a minimum 10 calendar day standstill period at the point information on the award of the contract was communicated to tenderers. This period has allowed unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants had 2 working days from the notification of the award decision to request an additional debriefing. Such additional information was required from Creative and Cultural Skills. This stand-still period has now expired and no appeals have been made to date.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
