II.1.6) | Description/object of the contractThe Coalfields Regeneration Trust in Wales wish to invite suitably qualified and experienced contractors to evaluate the “The Coalfields Social Enterprise Grants Scheme” project. The project is part funded by the European Regional Development Fund within West Wales and the Valleys Convergence, Priority 5 – Building Sustainable Communities; Theme 2 – Community Economic Development. The Coalfields Social Enterprise Grant Scheme project delivered a 3 tiered grant programme to support new and emerging social enterprises within the former Coalfield wards of the Convergence area. The grant programme consisted of: • Level 1: Consultant and associate support. • Level 2: Small grants - £500 to £10,000. • Level 3 – Large grants of £10,001 to £100,000. The objectives of the evaluation are to: 1 Capture key project learning in terms of process, outcomes and impact. 2 Establish if numerical targets for outputs and results have been achieved and any reasons for any deviation from targets. 3 Establish if the CSEGS model of delivery results in social enterprise growth and long term sustainability 4 Establish whether the CSEGS model of delivery represents value for money 5 Consider how well the project has worked within the wider context of the other Priority 5, Theme 2 projects funded by WEFO to meet the needs of the sector served 6 Consider how well the project has delivered on the Cross Cutting themes identified by WEFO The timeframe for the evaluation is April to September 2012 - with a final report required in September 2012 for wide dissemination to a range of audiencies including grant holders, WEFO and the Welsh Government. |
