Abstract

Tidal Energy Limited (TEL) is a privately owned technology development company exclusively developing an innovative tidal stream generator, known as DeltaStream. TEL has identified a demonstration test site at Ramsey Sound, Pembrokeshire and has obtained all the necessary consent licences to install a DeltaStream device in 2013 for a 12 month test period. The project is financed by shareholders and a capital grant from the European Regional Development Fund (ERDF) administered by the Welsh Government. This funding has brought the project to a state of readiness wherein TEL wishes to award contracts for the construction, deployment and test of the DeltaStream device. TEL wishes to appoint a Contractor for the design, manufacture and delivery of the submarine cable connecting the DeltaStream unit to the shore.

An initial 400KW full scale single turbine unit will be installed as part of the first phase of development. Subsequent upgrades will be made to bring the DeltaStream up to full three turbine 1.2MW capacity as part of the DeltaStream development plan, however this scope of supply is purely to satisfy the requirements of the first prototype deployment..

The DeltaStream device shall have its own induction generator that will be connected to shore by a power cable. ‘Raw’ power from the generator at a nominal 450kVA, 3 phase, 6.6kv will be transmitted to the power conditioning plant located ashore at the point of connection to the local electrical distribution system.

No local power will be generated on the device to power auxiliary systems so all auxiliary power will also be supplied at 3 phase, 6.6kv within the submarine cable. The submarine cable will be laid directly on the seabed and will not be trenched. In addition to the power conductors, at least one cable shall carry fibre optic links for control and monitoring signals, and an auxiliary power cable required to supply power for auxiliary power supplies on the DeltaStream device.

This contract will require the supply of either a single cable that has 6 cores (for the two sets of 3 phase 6.6kV) or two cables each with 3 cores (3phase / 6.6kV), each to be terminated at the device and at a shore side termination box.

Economic operators should note that the contracting authority is not a “contracting authority” as defined under the Public Contracts Regulations 2006 as amended from time to time (the Regulations). The contracting authority is therefore not bound by the Regulations or obliged to comply with the Regulations, and this OJEU notice is non-mandatory. (Section VI.4.2 of this OJEU notice is therefore blank.)

The contracting authority is however publishing this OJEU notice in respect of the contract, and running the tender process in accordance with restricted procedure under the Regulations to comply with the requirements of the Wales European Funding Office (to whom the contracting authority is applying for ERDF Funding, as set out in Section VI.2 of this OJEU notice).

The contracting authority reserves the right not to award any or part of the contract which is the subject of this OJEU notice.

The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.

The contracting authority reserves the right to terminate the procurement process or part of it, to change the basis of and the procedures for the procurement process at any time or to procure the contract by alternative means.
