Abstract

Mid Cheshire Hospitals NHS Foundation Trust has a requirement for an Automated Telephone Patient Reminder Service, which has the potential to reduce the lost income and capacity associated with missed patient appointments. Patients would be reminded of their impending hospital appointment via a telephone (landline or mobile) of their choice. This should be via both an automated service with human voice, text and an agent calling service for specific patient groups. The chosen provider will need to interface with the Trust's existing system PAS system, with the ability to receive data for contacting patients to remind them of their impending appointment and provide options to confirm or re-book.

It is envisaged that the Trust will award a contract to the successful contractor for an initial period of 36 months. The Trust holds the option to extend any contract relating to this procurement exercise for a further 2 x 12 month period.

Lodging of appeals

This authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers, this period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing, this information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section I.1).

If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland), any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages, if the contract has been entered into the court may only award damages.
