Short description of the contract or purchase(s)
The Council of the Isles of Scilly is seeking specialist advice and technical assistance and support to progress the continued development and implementation of long-term sustainable and cost effective and efficient solutions to manage all waste generated on the Isles of Scilly. It is anticipated that the specialist advice and technical assistance will be on-going to support the Council for a period of 18 months (with an option to extend a contract for a further 12 months should it be deemed necessary).
Specialist advice and technical assistance is required on a range of waste management issues to develop and progress waste management services on the islands in the context of available budgets, prevailing legislation and regulatory regimes and having regard to good environmental and sustainable practice. The appointed consultants will therefore need to draw upon a broad spectrum of specialist and technical assistance relating to waste management issues.
In particular the consultants will be required to provide assistance in regard to:
1) strategy, vision, policy and procedure;
2) operations at the Moorwell Waste Management Facility;
3) compliance and relationship management with external bodies;
4) reduction, reuse and recycling;
5) compliance of incineration plant;
6) management of the off-islands waste streams.
The role is likely to include works that, at this time, are not fully defined and therefore the Council has requested that tenderers provide a fee for 50 days additional time to be used on a discretionary basis by the Council. This use of this additional time will be agreed between the Council and the successful contractor as areas of work are identified and time spent will be evidenced by time sheeting and evidencing of agreed outputs.
