Abstract

Torfaen County Borough Council wishes to ensure that its tree resource is managed in a way that reflects good practice; minimises the risks of trees failing or growing in such a manner that threatens people’s health and property; and which ensures that the health of its tree resource is protected and the Council’s duty of care is met. Torfaen County Borough Council is therefore seeking to appoint an appropriately skilled organisation to provide a tree condition survey of all the tree assets located on Council owned land. This includes trees on the public highway, parks and open spaces, and housing land under the Council’s control. The aim of the project is to provide a tree inventory and condition survey for all trees on Council owned land for the purposes of meeting its duty of care by: • Creating a Tree Inventory • Assessment of Tree Health and Condition • Risk management • Proactive management of existing trees and woodland Torfaen County Borough Council is therefore seeking a single experienced provider to conduct a tree condition survey in order to establish the health and condition of the tree stock on all Council owned land.

Total quantity or scope of tender

Some of the trees in the borough have been previously surveyed. In 2008 all trees on land vested with the Streetscene Section of the Council were plotted and surveyed using the electronic tree management system Ezytreev.

Approximately 7500 tree sites, including individual trees and tree groups, were previously surveyed. These sites must be re-surveyed as part of the new survey.

The Council is also seeking to survey all other trees on council land that have not been previously surveyed. This includes trees on local nature reserves, schools industrial areas and woodland. These areas will need to be added to the Ezytreev system.

The successful Tenderer will be required to input data directly into the council’s tree management system Ezytreev. Up to four tablet/PDA/android devices will be supplied to complete the survey.

Supplier Open Day
As the Council has received a number of queries regarding the tender, Torfaen Council would be willing to host a supplier open day to answer questions and add context. Could tenderers please indicate through the Sell2WAles website if this would be useful so an open day can be arranged.

Tree Condition Survey
Further to our question about having an open day, we have had very little response to this offer and so will not be providing an open day. However, in order to give firms more time to prepare their tenders, the Council has decided to extend the closing date until 2:30pm on Thursday, 29th October 2015. As previously requested, tenders should be in the form of a fixed price tender to provide a tree condition survey of all the tree assets located on the public highway, parks and open spaces, and council buildings under the Council’s control. As part of the tender, we ask that all tenderers provide an estimation of the number of trees they believe they will need to inspect. We remind tenderers that satellite imaging can be used to estimate the number of trees on council owned land cross referenced against the information provided in the tender specification on which land is council owned. In addition, we refer you to the specification which indicates that trees in woods or copses that are away from centres of population and are not likely to cause damage to people or property need not be inspected.
