Abstract

The aim of Orchard House is for the provider to develop and critically evaluate a range of monitoring tools and processes specifically designed for people with complex needs associated with Autism. In order to do this effectively, the provider will need to meaningfully engage service users living in the scheme in the evaluation of progress against outcomes. The active engagement of people with complex needs, including those with Autism and non-verbal communication, requires a skilled staff team and the ability to critically evaluate the effectiveness of a range of methods over an extended time period. It is an expectation that the provider will work to promote service user independence and reduce service user dependency on paid support (the support required beyond the core support hours) by taking a proactive approach to positive risk taking, applying the principles of active support and considering assistive technology options which maximise independence.

Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: procurement aiming at the creation or acquisition of a unique work of art or artistic performance

Explanation

A soft market test exercise has been completed to determine whether there were any other providers in the relevant area who were in a position to develop the required scheme. Two providers indicated that they had the ability and appropriate partnership arrangements to enable them to develop the scheme. Further investigation into both responses has deemed that the second provider would be unable to proceed in the timescales required as they do not have the appropriate planning permission in place.
