PENLLERGARE VALLEY WOODS PHASE 2
BRIEF FOR CONSERVATION ARCHITECT
Background
With community involvement at its heart the Penllergare Trust aims to conserve, restore and regenerate Valley Woods that are important to the cultural heritage of Wales and comprise the largest recreational green space in north Swansea. (general plan appended)
The HLF-funded Phase 1 of the restoration project has centred on the rugged informality of the upper valley. Phase 2 concentrates on the other two contrasting locations, by restoring and reviving the formal walled gardens in their ornamental woodland setting, and balancing wetland habitat conservation with access in the lower Llan corridor.
Valley Woods will therefore become a regionally unique and diverse visitor attraction, as well as achieving greater resilience through widened community engagement and increased income.
In doing so the Trust will seek to demonstrate that parks and gardens of this scale and complexity can be saved and managed through mainly voluntary action by an independent charity, supported by the Local Authority.
The HLF-funded development phase is now in progress, the application for a delivery grant is due in March 2017 and the Trust is inviting tenders from conservation architects for specified works.
Capabilities
The appointed conservation architect will be experienced in:
• Working on sensitive heritage sites
• Major Heritage Lottery-funded and Cadw-designated building restorations
• Survey and analysis of complex masonry structures
• Costing of masonry repair and fitting out.
Scope of Contract
In close cooperation with consultancies already preparing the landscape management plan, activity plan and business plan it is anticipated that the conservation architect will:
• Evaluate and update the Condition Survey and Recommendations dated October 2008 for the walled garden complex (appended)
• Develop and cost the design and fitting-out of the works set out in the Layout Plan for the Walled Gardens & Environs WG1C (also appended) to RIBA Stage 3
• Apply for Scheduled Ancient Monument and planning consents
• Carry out condition surveys and make costed recommendations for the conservation and consolidation as found of the weir complex and boathouse on the former lower lake (appended plan refers)
• Submit one hard copy of the final report and drawings, together with the AutoCAD file.
Tender Information Required
Short-listed consultants will provide a concise project design, including a method statement that explains:
• How the project will be managed as an integrated, cohesive whole
• The intended procedures for consultation, research, field-work and surveys
• The professional skills needed for the project, including the names and CVs of proposed team members (e.g. quantity surveyor / structural engineer), their relevant expertise and specific responsibilities
• A resource plan of the breakdown of chargeable hours between individuals and project stages
• The timetable for the project between the dates allocated below
• Proof of professional indemnity insurance.
• Evidence of similar, successful HLF-funded commissions within the last three years.

Shortlisting notification: 7 September 2016
Interviews, requiring a presentation with site visit: week commencing: 29 September 2016
Anticipated contract period: October - November 2016.

Tender Evaluation
Tenders will be evaluated using the following criteria and weightings:
• Cost 30%
• Relevant expertise of key members 15%
• Relevant prior experience 15%
• Assessment of ability to deliver on time, within budget 20%
• Quality of submission 20%
