Abstract

Overview

The contract includes the design and build of a new leisure centre, located in Barnstaple, which will form an extension to the current Tarka Tennis Centre. It will also include the management and operation of the following facilities:

— Existing Tarka Tennis Centre including the new build leisure centre referred to above.

— New build full-size Artificial Grass Pitch (3G) subject to delivery by NDDC.

— Ilfracombe Pool and Fitness Centre.

Design and Build (the construction of the new leisure centre alongside Tarka Tennis Centre) anticipated to run 1.9.2018 to 3.5.2020.

Operate and Maintain (Ilfracombe Pool and Fitness Centre and Tarka Tennis Centre including the new build leisure centre) anticipated to run 4.5.2020 to 3.5.2040.

Form of Contract and Term

The successful contractor will enter into a Design, Build, Operate and Maintain Contract (DBOM), based on Sport England's procurement tool-kit model contract. This route has been selected in order to facilitate the addition of an extension to Tarka Tennis Centre to relocate leisure facilities previously provided at North Devon Leisure Centre. This contract will also include the management of Ilfracombe Swimming Pool. The Design and Build element is anticipated to run 1.9.2018 to 3.5.2020. The Operate and Maintain element is anticipated to run 4.5.2020 to 3.5.2040.

Procurement Process

The procurement will be run in accordance with the Competitive Dialogue Procedure. The key stages of the Competitive Dialogue process are as follows:

Standard Questionnaire (SQ);

Invitation to submit outline solutions (ISOS);

Invitation to submit detailed solutions (ISDS);

Invitation to submit final Tender( ISFT).

Standard Sport England contract documents will be utilised as the basis for this procurement, adapted for the specific needs of the project. Short-listed tenderers will be required to provide a structured response to the tender documents via method statements at the relevant stages of the process.
