This Prior Information Notice is a call for competition for the design, building, testing, homologation and commissioning of 10 (Ten) mixed traffic (Freight and Passenger) diesel electric Locomotives for operation by Direct Rail Services (DRS) on the UK Rail network. The scope of the competition is anticipated to also include the potential provision of maintenance and servicing, technical support, spares supply and financing.

II.2.4) Description of the procurement
DRS are a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA). The company was established in 1995 as a lynch pin supplier of transport and associated services to the nuclear industry. Whilst DRS continue to support the decommissioning activities of its parent company, it has successfully extended its service offerings into a number of new rail market sectors including passenger franchise support. To meet long term parent body and customer transport objectives, DRS have a requirement to enhance its existing fleet by procuring 10 (Ten) mixed traffic (Freight and Passenger) diesel electric locomotives for operation on freight and passenger services on the UK Rail network for service introduction Quarter 3 2019.

DRS requests that any economic operators interested in this procurement opportunity submit an expression of interest (EOI) by providing a lead contact name and email contact address to procurement@drsl.co.uk for the attention of Iain Dudley by 12:00 20.10.2017.
All economic operators who have submitted an EOI in accordance with the above shall be invited to confirm their interest in participating in this procurement opportunity. DRS intends to invite confirmations of interest on or around 23.10.2017.
