II.2.4) Description of the procurement
Gateshead Council operates Civil Parking Enforcement under the provisions of the Traffic Management Act 2004.
The Council currently uses the SiDem Notice Processing system provided by Spur Information Solutions Ltd, part of the Conduent Group, for the production and management of Penalty Charge Notices (PCNs). The proposed solution must be fully compatible with this system.
As part of a wider programme, Gateshead Council wishes to procure a Contractor and the necessary equipment to enable it to enforce certain bus lane contraventions using suitably mounted static ANPR cameras.
The Council is upgrading 6 bus lanes/bus gates to ensure that they are capable of camera based enforcement.
This Contract is for a fully managed service and the lease of all of the equipment necessary to enable the Contractor to carry out enforcement of bus lane contraventions which must include, but is not limited to:

— means of transmitting data from cameras to the SiDem server,
— recording equipment,
— review software suite,
— interface between these and the SiDem system,
— reviewing and issuing PCNs.
