Relevant, identified participants will be invited to free lung checks over a period of 3 years until March 2021. Those assessed as high risk will be offered a low-dose CT scan. The remaining 2 years of the programme will focus on follow-up surveillance scans.

IV.1.1) Type of procedure

Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

The Contracting Authority intends to vary its contract with Newcastle Hospitals NHS Foundation Trust the provision of Article 72 of Directive 2014/24/EU. Newcastle Hospitals NHS Foundation Trust currently provides a range of health services and the proposed variation will be made under Article 72 (i) (c):

(a) the Contracting Authority could not reasonably foresee all allocation of funding for the programe ahead of its contracting round;

(b) the modification will not alter the overall contract; and

(c) the increase in value does not represent more than a 50 % increase in the original contract value.

Further or alternatively, the modification is not substantial under Article 72 (4) because the modification does not introduce conditions which would have allowed for different tenderers or tenders and the scope of the contract is not to be considerably extended Newcastle Hospitals NHS Foundation Trust will procure mobile scanning vans from a framework compliant with directive 2014/24/EU.
