Abstract

Lot 1: digital experience design.

It is envisaged that the services included under this lot shall include but not be limited to: user experience, user centered design, information architecture, interaction design, usability, usability testing, accessibility, web content accessibility guidelines (WCAG) compliance, human-computer interaction, web design, illustrations, design prototyping, user interface design, content strategy and design (including video), agile practice.

Suppliers will be required to be capable of providing a range of these services.

SDS may from time to time have requirements for a supplier to work on site in their offices at Lomond House, George Square, Glasgow to deliver the services required under a call-off contract. Digital services have a well-established in-house development team and, in our experience, suppliers working onsite with the teams increases collaboration, idea generation and problem solving. For some projects a large number of stakeholders from within the business are involved. The supplier being based on site helps with getting a better understanding of the requirements first hand being part of these scoping/briefing meetings. This further aids teamworking when the internal digital services and supplier team are working on the project as a tight knit team.

Skills Development Scotland are conducting this tender process to establish a multi lot framework agreement for the provision of a range of web development services. The framework will be split into three (3) separate lots as follows:

Lot 1: Digital Experience Design;

Lot 2: Development — Front End and Back end Umbraco;

Lot 3: Development — Front End and Back end Drupal.

Suppliers may bid for appointment to 1 or more lots.

The maximum value of call-off contracts placed under the framework agreement over the maximum 4 year term is 3 725 000 GBP.

This is the first time SDS have sought to establish a framework agreement for these services, provided it is successful and the requirement still exists for the services, it is envisaged that a new procurement process would take place to have in place a new agreement in anticipation for this agreement expiring.

VI.3) Additional information

This framework agreement shall be for the sole use of The Skills Development Scotland Co. Ltd.

Bidders shall be asked to respond to a question in relation to 4 categories of community benefits in their response. While the responses to this question will not be evaluated as part of the tender process, if successful, proposals shall form part of the framework agreement with the suppliers.

SDS reserve the right include community benefits in subsequent call-off contracts if considered appropriate.

Please note there are minimum requirements concerning cyber security for this framework agreement, which will be a pass/fail criteria assessed as part of the Stage 1: selection criteria at Section 4D of the ESPD Scotland module. Bidders are required to provide evidence of cyber essentials certification as a minimum or be able to provide evidence of third party certified equivalency such as cyber essentials Plus, ISO27001 or IASME. Details are set out in the procurement documents. A contract condition for this procurement requires the tenderer to comply with the minimum security requirements.

This is a framework agreement and there is no guarantee of any volume of call-off contracts by SDS.
