II.1.4) Short description
This contract is for the provision of programme management and delivery support for the London Ventures 2019-2020 innovation programme. This programme is led by London Councils, the membership body for London local government, and provides London's local authorities with access to innovative products and services to improve the effectiveness and efficiency of service delivery to improve outcomes for Londoners.
The main requirements are to:
1) Continue the delivery of the overall London Ventures programme in partnership with London Councils as setout in the ITT;
2) Identify options to ensure the financial sustainability of the programme post August 2020 for London Councils relevant committee to approve.
The contract is for an initial term of 1 year, with a value of approximately 300 000 GBP.

II.2.4) Description of the procurement
The main deliverable from the contract will be to:
(a) achieve an anticipated targeted income of 160 000 GBP from London Ventures commercial deals by August 2020;
(b) manage the relationship with the general ventures partners to maximise the commercial returns for the London Ventures programme through the provision of a range of innovative products and services to support more effective delivery of local public services;
(c) if appropriate lead and negotiate commercial arrangements between London Councils and the London Venture partner either as part of the annual renewal cycle or as and when required due to key opportunities arising for the programme. As and where appropriate provide clear commercial arrangements that clarify the roles and responsibilities of the London Ventures programme and the partner, as well as how payments are triggered and either the actual financial or percentage return to the London Ventures programme;
(d) continue the delivery, development and support of the targeted ventures programme (cycles 1 and 2) to support London local government to tackle some of the sector’s key challenges;
(e) develop a robust and credible set of funding options, developed in collaboration with the capital ambition team, for approval by the appropriate London Councils’ committee for harnessing external resources to create a sustainable innovation programme beyond August 2020; and
(f) provide an outline plan of procurement routes for public sector bodies to procure London Ventures products/services.
