Abstract

BEIS requires evaluation experts to conduct an impact, process and economic evaluation of the Energy Entrepreneurs Fund (EEF), an innovation grant programme formed in 2012.

The expected outcome is evidence to understand the impact the scheme had, including overall benefits and lessons learned to inform future decision-making on innovative grant schemes. The primary outputs are expected to be evaluation reports, slide-packs and presentations.

The contract is to be for a period of 20 months unless terminated or extended by the department in accordance with the terms of the contract. There is the possibility of an extension for up to a further 3 months. There is a break point in the contract after stage one of the evaluation. This will be after 6 months.

The total budget for this project is up to a maximum of 380 000 GBP excluding VAT.

A budget of up to 60 000 GBP, excluding VAT, has been allocated to the initial scoping stage of this research where there is a break clause.
