The contract can be accessed by all maintained schools and academy trusts operating within the jurisdictional boundaries of Portsmouth, Havant, Gosport and Fareham.
II.2.4) Description of the procurement
Portsmouth City Council ‘the Council’ has awarded a contract for the provision of a fully managed school catering service to a single provider. The service will be delivered to a mixture of standalone kitchens, production kitchens and serveries for primary, junior, secondary and special schools.
The key deliverable are as follows:
— the provision of a high quality catering service in accordance with the council's or governing body's duty,
— free school meals — the council or governing body must provide a free school meal (FSM) for children who register as eligible for FSM,
— promotion of a variety of healthy eating choices to children by offering a nutritious and appealing food service which provides good value for money and meets the requirements for School Food Regulations 2014 and the School Food Standards 2015,
— provision of a service which accounts for the individual schools' and pupils' diverse cultural needs and works in partnership with the Council to deliver their requirements,
— increase the sustainability of the school meal service,
— increase school meal uptake,
— social value — contribute to creating employment opportunities for local people e.g. through provision of apprenticeships or providing opportunities for disadvantaged groups,
— Delivery of meals within the lunchtime period as specified by individual schools.
The contract also allows for other services that may be required on the school sites, such as:
— breakfast service,
— break-time service,
— after school clubs.

Description of options:
The fully managed school catering service contract was awarded on 16.4.2019 to a single provider with a commence date of 4.9.2019. The initial contract period will be for 5 years with a possibility of extending the term by a further 5 years in increments to be agreed to a maximum of 10 years.
In order to future-proof this procurement against large scale policy changes or government structure changes the council have included a provision that will also allow access by schools located within the neighbouring authority jurisdictional areas of Havant, Gosport and Fareham. Further to this Multi-Academy Trusts operating within the jurisdiction of Portsmouth and the neighbouring authorities may also utilise the contract subject to the agreement of the Council.
Some of the schools in Portsmouth are part of multi-academy trusts (MAT) which have sister schools within their MAT that are geographically distant from Portsmouth. Where these outlying schools are members of a MAT along with an eligible Portsmouth school they may access this contract with the agreement of both the Council and contractor.

II.2.14) Additional information
In the event of non-performance or persistent poor performance the Council reserves the right to direct award the contract for its remaining term inclusive of extension options to the next ranked supplier from the tender evaluation undertaken to award the original contract. Should this supplier be unable to fulfil the Council's requirements the 3rd ranked supplier and so forth may be utilised.
