Abstract

This procurement process is to identify and appoint a framework of up to 6 service providers to provide a complete asbestos removal service in respect of Cambridgeshire County Council’s property portfolio. The framework will also be open for use by Peterborough City Council. The full range of Asbestos removal services includes encapsulation, environmental clean, asbestos waste collection. Service providers will be required to offer the full range of Services. These requirements will not be divided into lots; the requirement is for all providers on the framework to provide the full range of services specified. It is difficult to predict the exact value of this contract as the authority’s property portfolio is likely to vary over the contract term, but it is estimated that the total value is not expected to be less than 1 000 000 GBP or greater than 1 500 000 GBP; however these figures are given as a guide only and not guaranteed. The above figures are calculated by allocating the estimated (but not guaranteed) spends of Cambridgeshire County Council (or customers using the services of the Council) equating to approximately 150 000 GBP pa each, with an allowance of an additional 500 000 GBP pa (also not guaranteed) from other bodies accessing this framework. Access to this framework by such bodies shall solely be controlled and managed by LGSS or Cambridgeshire County Council, and the successful providers shall not accept any instructions under this framework other than from LGSS or Cambridgeshire County Council. It should be stressed that there is no guarantee of any body other than Cambridgeshire County Council or Peterborough City Council accessing this contract, and that the figures given are for indicative purposes only.

Precise information on deadline(s) for review procedures:

LGSS Procurement will incorporate a minimum 10 calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Such additional information should be requested from (refer to address in Part I.1)). If an appeal regarding the award of contract has not been successfully resolved the Public Contracts Regulations 2015 (Chapter 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may order the ineffectiveness of a contract where serious breach have occurred in addition to any fine, the Court may instead provide for alternative penalties, either contract shortening, fines or both.
