II.2.4) Description of the procurement
TfW has a media estate consisting of 1010 on-board train sites, 48 OOH Railway bridge / infrastructure sites on the Core Valley Lines, 665 assorted size Out of Home (OOH) advertising sites on its stations, and opportunity for experiential / pop up sites across the network.
TfW invites suppliers to tender for a Railway Advertising Concession contract to sell advertising space across this media estate, sharing revenues with TfW on a percentage basis, including a guaranteed annual minimum payment to TfW within the parameters set out within this document. It is anticipated that the supplier will update the current media estate to a digital service where appropriate.

VI.3) Additional information
Over the next few years Transport for Wales expects to see the introduction of new station assets onto the network, providing new opportunities for the growth of media and advertising value. These opportunities include:
- The opening of a new station at Crwys Road (Cardiff) on the Rhymney Line out of Cardiff, adjacent to the university with 8 trains per hour (4 in each direction) from 2023.
- The opening of a new station in Cardiff Bay, adjacent to the Wales Millennium Centre with 12 trains per hour (6 in each direction) from 2023.
- The opening of a new station at Bow Street (Aberystwyth) in 2020, with an hourly service in each direction.
- A new station on the South Wales Mainline at Cardiff Parkway in 2023, with up to 18 services per hour (9 in each direction) with connecting bus services and located adjacent to a major new employment centre.
- The opening of Cardiff Bus Interchange in 2023 – a new mixed-use interchange scheme for the city, providing a new facility next to Cardiff Central station and the new BBC Wales/Cymru headquarters.
In addition to new facilities, significant investments in the region of 194m GBP will take place at existing stations on the network.
The capacity and frequency of services across the network is expected to increase footfall significantly, with capacity increasing by 65% from 2023.
These changes provide an exciting opportunity to update the estate to a digital service, develop new media locations and increase the sellable value of the estate. Through this media contract we will be seeking a partner to work closely with us as we change and update the network in future years.
