Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The converter station and switching station technology is to be manufactured, installed and commissioned by Hitachi ABB Power Grids, as there are no other vendors capable of providing the system at this time.
Whilst multi-vendor, multi terminal controls are being researched at a national level via the HVDC centre, the operational and technical knowledge on the interaction of multi-vendor, multi-terminal controls with the transmission network does not yet exist, and currently the HVDC centre holds control panels from Hitachi ABB Power Grids only.
It would take between 4 and 5 years to complete the specification, manufacture, delivery, testing and de-bugging required to integrate a new vendor system into the already established Caithness — Moray — Shetland HVDC system.
