The two demises are community wards/beds in standalone units separate to the main acute building and represent a small part of the overall estate within the Great Western Hospital facility.

The procurement falls outside the scope of application of the Directive
Explanation
Great Western Hospitals NHS Foundation Trust (the Contracting Authority) issued a VEAT notice stating the intention to award a contract to Serco Health, UK and Europe for the provision of facilities management services to a peripheral part of the site of the Great Western Hospital, Swindon. The two demises are community wards/beds in standalone units separate to the main acute building and represent a small part of the overall estate within the Great Western Hospital facility. The intended provider is already the provider for the private finance initiative owned part of the site, and interdependence on services, infrastructure and shared services mean that any other economic operator would not find it financially viable to replicate shared infrastructure, and the recreation of such infrastructure would not be economically, operationally or technically manageable for the Contracting Authority. No relevant proceedings were issued during the 10 day standstill period.
