We require a cloud based LMS that not only allows staff to manage their individual learning profiles but also allows all organizational training records to be transferred to relevant profiles via our centralized HR System. It will also:
• allow us to purchase further catalogues of training programs with the opportunity to create bespoke training packages where required;
• provide us with an authoring tool where we can enhance the ‘off the shelf’ training and develop our own training packages;
• host our current e-learning program.

II.2.4) Description of the procurement
We are looking to create a fit for purpose Learning Hub for all colleagues regardless of roles or location. All colleagues will have the same access to the hub and have a great experience while using the system. The number of colleagues employed by Thirteen fluctuates around 1 500, across 6 different directorates and 20 service areas, so the ability to have a mobile app or mobile adapted site is important as each area has different requirements and constraints. We require consistency across the platform and the ability for automatic updates on the system once training has been completed. An authoring tool is key to developing our training provision therefore the ability to design our own training for colleagues is essential. The system should not be limited to pre-built training packages, as we must have the ability to access ‘off the shelf training’, which can be tailored to create bespoke packages to meet the needs of our employees. We require the system to be able to connect to our current/future HR System via an open API or custom integration. Single Sign On (SSO) is the preferred log in method as this provides a seamless user experience. LMS talent pathway — we require a section on the LMS called talent toolkit, split between manager and employee, and within each section there should be an area to store documents such as the career aspirations guide.
