Explanation
On 18 March 2020, the Cabinet Office published Procurement Policy Note (PPN) 01/20 ‘Responding to Covid-19’. Which stated ‘in these exceptional circumstances, authorities may need to procure goods, services and works with extreme urgency.’ This PPN also permits the use of Regulation 32(2)(c) under the Public Contracts Regulation 2015 (PCR 2015) ‘direct award due to extreme urgency’ in response to the Covid-19 outbreak.
