Abstract

The Welsh Government wishes to commission an evaluation of Personal Learning Accounts (PLA). The PLA programme aims to provide funding for vocational retraining of employed and furloughed workers in industry sectors where there is a demonstrable skills shortage. The overall aim of the work specified here is to undertake a process and outcomes evaluation of the PLA pilot (September 2019 to July 2020), an investigation of the ‘transition period’ (March – July 2020), and an evaluation of the PLA programme (from August 2020) to assess its effectiveness, efficiency, and initial impact. Other aims for the work include exploring the extent to which gender is a factor in PLAs, and providing a framework for undertaking a value for money assessment and impact evaluation.
