Abstract

As part of the Welsh Government’s Covid-19 response, we are excited to be launching a new In Work Support South East Wales Service. The service will be available to employed and self-employed people who live or work in Cardiff, Vale of Glamorgan, Newport and Monmouthshire, and whose mental or physical health has been impacted by the coronavirus pandemic. The service is aimed at supporting employees of micro, small or medium sized enterprises, who often do not have access to Employee Assistance Programmes. In Work Support South East Wales will provide free and confidential one-to-one support, along with rapid access to free physical and psychological therapies to help sickness absentees return to work. Clients will be able to self-refer to the service, and participation is entirely voluntary. The support will include:  Talking therapies e.g. counselling, CBT  Physical therapies e.g. physiotherapy  Employment support  Career coaching  Financial / benefits guidance The service will be taking referrals from 1st October 2020, and is initially running until 31st March 2021. It is envisaged that the support provided will be mainly phone-based, although we may be able to provide a limited amount of face to face support when it is deemed safe to do so. We will require suitably qualified and registered contractors to delivery the services.

Total quantity or scope of tender

£137,000 in total over 3 LOTS

We will primarily be procuring individual therapies to support clients with their work-limiting health conditions. We will also be procuring additional support to help clients with issues around finances, benefits and employment law.

We envisage the service will be delivered mainly via remote means however we would like to be able to engage with some suppliers who can deliver in the programme area face to face should that be an option at a later date.

LOT 1

Mental health and well-being delivery to individuals

This could include:

• evidence-based psychological and occupational therapies including CBT approaches and counselling

• condition management

• support for drug and alcohol / substance misuse problems

• dietetics

• delivery of therapeutic services to aid recovery of mental health issues to individuals

• delivery of therapeutic services to aid recovery of drug and alcohol problems (substance misuse) to individuals

• delivery of diet and nutritional advice to aid overall wellbeing to individuals

LOT 2

Physical health delivery to individuals

This could include:

• physiotherapy

• osteopathy

• occupational therapy

• chiropractic

• delivery of therapeutic services to aid recovery of musculoskeletal issues to individuals

• delivery of diet and nutritional advice to aid overall wellbeing to individuals

Lot 3

Support services delivery to groups

• benefits advice and financial capability support

• employment advice

• delivery of advice and support around additional barriers such as financial capability or employment related issues to groups

3 Conditions for Participation

3.1

Minimum standards and qualification required

Applicants and applications will have to meet the minimum standards as set out in the ITT which relate to:

Economic and financial standing

Technical and professional ability

Ability to meet timescales

Experience

Delivery

Cost

We require fully qualified, experienced and regulated professionals to deliver the service.

Regulators

Each therapists will need to be registered with an appropriate regulator for their profession.

There are many such bodies available but in order to ensure governance within the contract we will require therapists to be:

• A member of a statutory regulator
