Explanation
The development of the Joint Biosecurity Centre (JBC) was urgently needed to create the Test and Trace programme at very fast pace; Ernst and Young delivered the initial operating capability for JBC. For technical reasons there was no benefit or enough time to re-procure the services for the full operating capability phase.
