The procurement falls outside the scope of application of the Directive
Explanation
This contract was awarded a through lot 5 of the Scottish Government Marketing Services Framework in 2014. HES was due to re-tender this service again from a Scottish Government Framework but owing to the Covid pandemic with HES staff being furloughed and concern over budget availability the project has not been able to proceed as originally planned. It is crucial that we have continued maintenance of the external website until we can proceed with the competition.
