The NWUPC established a framework agreement for the provision of Global Mobility Support Services. At some point during the life of the framework agreement the current members of the following consortia may wish to utilise the agreement and should have access at any point with the permission of NWUPC. Therefore, it should also apply, with the express written permission of NWUPC, to any member of any other higher or further education regional purchasing consortium or any other higher education institution in the United Kingdom as well as the Research Councils, providing that they formally commit to participate in and support this agreement. NWUPC will only grant permission at the request of the consortium or an institution if it is not a member of a consortium. This agreement is not intended to replace any current agreements that either participating or nonparticipating consortia may already have in place. The NWUPC framework agreement for global mobility commenced in October 2016 for an initial 3-year term with an option to extend for one, 12-month period subject to satisfactory economic operator performance. VII.2) Information about modifications
VII.2.1) Description of the modifications
This framework agreement is being extended in accordance with Regulation 72(1)(c) of the Public Contracts Regulations 2015.
The framework agreement is being extended for a period of 6 months beyond the original 4-year duration to enable NWUPC Ltd procurement resources to be diverted to manage urgent Covid-19 related requirements and to accommodate reductions in tendering capacity both internally, within our broader stakeholder base and within relevant supply markets. The agreement has been extended with the same scope and on the same terms and conditions.
The procurement process to replace this framework will begin at the earliest opportunity.
There is no modification to the original contract value.
VII.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Due to the current ongoing situation with the Covid-19 outbreak we have called on Regulation 72 (1) (c) to extend this framework for 6 months as per section VII.2.1) of this notice.
