The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Currently, NGN have multiple complex, bespoke systems that fall under the GIS umbrella that were setup by ESRI, have been added to overtime and contain custom code that is supported by ESRI under an NGN Agreement. The majority of these systems have been retired so will need replacing and decommissioning however, NGN need to have a clear view of the future landscape to be clear on the requirements. In addition to this, NGN have a contracting party working on extensions to our current landscape without changing existing systems, but their platform is reliant on ESRI technology.
There is an ongoing GIS tender and subsequent work which will allow NGN the opportunity to work with partners to ensure, firstly, that NGN are on the latest licencing config and also ensure that we have a much better and clear understanding of ESRI licencing moving forwards.
