Justification:
The COVID-19 outbreak has given rise to an urgent need for the supply of ValidationEngineers for a Vaccine Project because due to this project we have unexpectedly ranover on the current tender we have in place for these services and need to re-procureasap to avoid delays to this critical project. This does not give CPI sufficient time tocomply with the standard open procedure timescales for this procurement. CPIconsiders this to be a state of urgency which it has duly substantiated. Accordingly, CPIis using the accelerated time limits permitted under the Public Contract Regulations2015 regulation 27(5) for the open procedure in respect of this procurement.
