Abstract

Peabody Trust (“Peabody”) is seeking to appoint a single contractor who will work with Peabody to undertake externally funded energy efficiency work on our dwellings and/or secure funding for energy efficiency work to be delivered by Peabody’s existing contractors. This work will be an essential component of our aim for all our 55,000 rented dwellings to achieve an average EPC ‘B’ by 2050.

For the most part, the contractor is expected to be complete the work by drawing down external funding. Nevertheless Public Contract Regulations require that we demonstrate that we are achieving value for money. Further in some cases, we recognise that Peabody will be part funding some of the work. We therefore need to ensure that we understand the cost of undertaking these measures and will require tenderers to provide a schedule of rates of some or all the measures below.

In assessing this quote we will be looking at:

-the work that you have already done in this field with other housing associations/local authorities in London;

-the overall carbon saving service you are offering to Peabody and our residents,

-other measures of capability including Environmental Management standards and participation in Procurement Frameworks;

-including behaviour change advice given to residents;

-additional funding received.

The funding steams being considered include but are not exclusive to:

-ECO3 and ECO4

-Mayors Energy Efficiency Fund

-Social Housing Decarbonisation Fund

-Innovate UK.

Tenderers should demonstrate that they are able to seek other funding sources.

Peabody’s aim is to deliver energy efficiency works with where possible in tandem with our planned investment programme to be as efficient in delivery as possible. We are looking for a partner organisation to work with us on getting funding to help deliver energy efficiency measures on the as we deliver the planned programmes and to self-deliver measures where applicable.
