To build on existing knowledge, intelligence and services to research and explore options focusing on “Demand through the Early Years Front Door”, producing a report to outline options to support the ambition of creating a single information hub for the wide range of early years services. Testing out the purpose, value steps and principles and truly address what matters to families with the aim of

• eliminating confusion,

• avoiding duplication and

• eliminating waste in the system via the streamlining of enquiry and information entry points, and in so doing

• address the expectation of developing a joined up and responsive Early Years’ service to ensure every child has the best start in life and

• create a system to deliver services in a co-ordinated, integrated and timely way.

Economic operators interested in submitting a tender can download the tender documents from the eTenderWales portal (http://etenderwales.bravosolution.co.uk) you will need to register with eTenderWales if you are not already registered. Please see below instructions on how to register.

1. Register your company on the eTenderWales portal (this is only required once):

— Navigate to the portal: http://etenderwales.bravosolution.co.uk

— Click the “Suppliers register here” link.

— Enter your correct business and user details.

— Note the username you chose and click “Save” when complete.

— You will shortly receive an e-mail with your unique password (please keep this secure).

— Agree to the terms and conditions and click “continue”.

2. Express an interest in the project:

— Login to the portal with your username/password.

— Click the “ITTs Open to All Suppliers” link (these are the ITTs open to any registered supplier).

— Click on the relevant ITT to access the content.

— Click the “Express Interest” button in the “Actions” box on the left-hand side of the page.

— This will move the ITT into your “My ITTs” page (this is a secure area reserved for your projects only).

— Click on the ITT code. You can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box.

3. Responding to the invitation to tender:

— You can now choose to “Reply” or “Reject” (please give a reason if rejecting).

— You can now use the “Messages” function to communicate with the buyer and seek any clarification.

— Note the deadline for completion, then follow the onscreen instructions to complete the ITT.

— There may be a mixture of online and offline actions for you to perform (there is detailed online help available).
