Abstract

The Council is seeking to procure a Domestic Abuse Refuge.

The refuge will have an outcome focused service specification. The delivery model must ensure the following elements are included within its design.

•A dedicated single refuge which provides a minimum of 10 units for victims

•Local pathways in place to support timely onward movement

•Diverse accommodation options are available to those fleeing domestic abuse

•Refuge provision in its widest sense (including dispersed) is available to all, ensuring a whole family approach and access for victims with protected characteristics

•A woman only service

•Service provision for all genders in need of safe refuge accommodation

It is anticipated that the contract will commence on 01/10/2021 and will run for an initial period of 2 years making the initial expiry date 30/09/2023. The contract will have an option to extend by a 1 x 12-month extension at the sole discretion of the Council making the latest possible expiry date 30/09/2024.

Bidders are advised that the maximum budget available for the provision of this contract is £220,000 per annum.

The tender process is being conducted under the Social and Other Specific Services procedure in accordance with the Public Contracts Regulations 2015 (as amended) (“the Regulations”), but mirrors a process similar to the Open Procedure.

The incumbent supplier of this service considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006 as amended by the Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014 apply to this contract.
