Warwickshire County Council is seeking tenders for their Community Short Breaks for Children with Disabilities in South Warwickshire. The services will operate under a framework agreement.
The provision of short breaks is a statutory requirement that requires local authorities to provide access to services that are designed to assist individuals who provide care for children with disabilities to continue to do so, or to do so more effectively, by giving them breaks from caring. The local authority must offer short breaks as part of a preventative model in keeping families together, preventing family breakdown and preventing Children and Young People with disabilities becoming children looked after.
The service is required for Children and Young People with a disability who are eligible for social care support where the assessment of need has identified an individual and their family/carer would benefit from access to short break services.
The overall aim of the framework is to facilitate the delivery of a range of short break services for eligible customers with a disability. It is anticipated that having clearly identifiable lots will lead to increased choice and meeting need at times when families need it most, this in turn will lead to timely access to short breaks opportunities for children and their families. Short breaks will focus on personal and community assets to support customer choice, control, and increased independence. Parent/Carers will benefit by receiving respite that will enable them to focus on their own health, well-being and daily living needs.

The focus of the service is to enable Children and Young People with disabilities (Age 15+) to work towards individualised, person-centred Outcomes with appropriate support to access their local community, preparing them effectively for adulthood by supporting them to partake in age-appropriate activities. The Provider will then deliver support to identify and access appropriate community-based opportunities that will enable the achievement of agreed life-skills/independence/preparing for adulthood outcomes.

II.2.4) Description of the procurement
The focus of the service is to promote independence, social inclusion, safe care, positive risk taking, and general wellbeing of the Children and Young People and their family.
Support may be delivered within an individual's family home and they may be supported to access the community, e.g. to take part in activities of interest. These breaks can be provided in planned or emergency situations and accessed individually or in groups. Individual support can include 1:1 in the community or group activities (including 1:1 support). Short breaks will normally take place as holiday schemes, weekend clubs, after school clubs and evening sessions.
There will be an expectation that providers will need to offer a more holistic support offer at times throughout an individual's support package, this could be due to varying personal family circumstances. However, the child's needs will remain the focus of the support.

The Council will undertake its financial assessment of the tendering organisation (and if considered necessary by the Council, any partners within a consortium bid) based on its own

During the course of the contract period the range and scope of these services may be subject to modification and variation to meet the changing needs and requirements of the Council and partners, potential changes in legislation and the changing demands placed on the Council by its customers. These changes may include (but are not limited to): -
• Increases or decreases in funding - this will usually be due to reductions or additions in
budget allocations as part of the Council and partners' budget setting processes, It may also
be as a consequence of additional funding streams which were unknown at the time of
awarding the contract but which are provided to increase the volume of services delivered.
