Abstract

Welshpool Town Council requires a stakeholder consultation to be carried out, with a report / business plan, and is seeking an individual or team with a proven track record of delivery. Welshpool Town Council owns the Town Hall which is a Grade 2 listed building in need of considerable renovation; however, to achieve this a full Consultation regarding its potential use for the Town and an evidence-based Business Plan. Background and Context Welshpool Town Council comprises 15 Councillors with a range of skills and interests, with the aim of improving the environment of Welshpool, the town we live or work in. Welshpool Town Hall was built in 1874 and extended in 1881, but is seen as a sign of past glory, is sad and tired. Currently it is used by market stall holders, some community groups, the Coroner’s Court, and privately hired for parties and celebrations; Town Council meetings are also held there. The whole building extends over 4 floors and is approximately 3,500 sq. m. Purpose it is expected that Welshpool Town Hall, once renovated and revitalized will celebrate how heritage can inform and enrich our future. It will boost the local economy and reach out to local and wider communities. The Town Hall can be a hub for engaging diverse audiences, celebrating the history of Welshpool and Montgomeryshire. Renovation of Welshpool Town Hall will provide a further boost to the ongoing regeneration of the town, and beyond with benefits through jobs, training and volunteering as part of the project. An ongoing programme of activities will enable residents to be part of the Town Hall’s transformation. Scope of the Work Stakeholder consultation: local and wider community, businesses and third sector, public bodies. Liaison and close working with the chosen Architects (to be appointed) who will be undertaking a structural survey Production of publicity regarding consultation for promotion by Town Council Communication with Town Council. Development of ideas from consultation into practical use of the whole building, through collaboration with architects Presentation of proposals to stakeholders for final validation Draft and Final Business Plan working closely with Architects Selection and interviews will be held 25th /26th July with contracts signed and work commenced in early August; if invited for interview you will be contacted no later than noon on 21st July. The work must be completed by the end of 2023, it is therefore imperative that the Draft Business Plan is completed and provided in MS Word, electronic format to Welshpool Town Council no later than Thursday 30th November. Value The maximum amount available for this work including all costs is 20,000 (excl. VAT) The Council will not be responsible for any costs incurred by bidders in relation to the tendering process, and is not bound to accept any tender received. Payment will be made on satisfactory completion of agreed milestones. Method Statement Applicants are expected to submit a method statement to demonstrate how that they intend to meet the brief within the proposed timescales.
